Timesheet List View In/Out Time Consistency

All ATS Users now see consistent In/Out times on the Timesheet List view regardless of their entitlement settings. Previously, ATS users were seeing different In/Out times for the same timesheet depending on whether their user type had the Edit Any Timesheet entitlement enabled.
